This issue of the PACVB Newsletter is dedicated to the memory of Jerry Schreibeis, former Director of the Butler County Tourism & Convention Bureau

The Pennsylvania Association of Convention and Visitors Bureaus suddenly lost, at age 44, a well-known, well-loved colleague, friend, loving husband, brother, uncle and wonderful loving father on Saturday, April 24, 2004. Jerry Schreibeis left behind his wife Barbara and sons, Ryan (age 16), Sean (age 13), Zachary (age 9) and Joshua (age 4).

Eulogy For Jerry Schreibeis

“How do I get your job?”

With those words and a laugh, a friendship was started that shaped who I am, who I know, and quite a bit of how I see the world. The laughs… his and ours…those were the unknowing gifts of Jerry Schreibeis to a lot of us. Laughing was so much a part of Jerry, that no one who knew him can conjure a mental picture of him without lifting a smile.

When Jerry finally did, quite literally, give me his job, he also gave me the greatest magic key imaginable – his good name. When I took that name to trade shows, on sales calls, or anywhere on the road, doors opened and red carpets were rolled out to me by people who wanted to start business by asking how Jerry was doing. The second year, I started carrying updated photos of Jerry, Barb and their kids in my wallet for his old friends.

Jerry was unafraid to let goofy humor be his own calling card. Built on a joy of life and a genuine affinity for people he met, clowning worked for him because it was the real Jerry spilling out over the dam of business suits, meetings, and earnest salesmanship. Smiles and handshakes were inseparable.

But just as true to his nature was his unflagging effort to make sure he delivered on every promise he made between jests. Jerry’s professionalism was as easily recognized as his humor by those who knew him. Tough issues were resolved with a little joke grease. Heavy lifting was accomplished with a good-natured poke in the ribs. All along, working with Jerry was never wasted effort, never dull, and as a win/loss percentage – hall of fame successful.

From tourism sales to convention sales to his latest leadership position, Jerry brought passion and energy to the industry. In or out of the office, Jerry stood out from the crowd because of his innate and unfailing connection to an axiom that now hangs on the walls of the Greater Pittsburgh CVB: “People do business with people they know and like.”

While most of us could benefit from a reading of that gentle reminder, I’ll always feel lucky I saw the one-man show.

A memorial fund has been established to honor the memory of Jerry and to assist with the education and other needs of his children. The Greater Pittsburgh CVB staff sent a contribution of $865; PACVB headquarters received several contributions and sent a check in the amount of $250. Several people made individual contributions. On May 24, 2004, Jack Cohen, Chairman of the Board of the Butler County Tourism & Convention Bureau became the new Director of the Bureau. Cohen has been a major player in the creation of the bureau, and he was on the board that hired Jerry in July 2002. “I see it as Jerry had a mission, and I want to see that mission through.” he said. All of us in PACVB welcome Jack aboard and wish him well.

A Message from the President
The tourism season is upon us and, if predictions are correct, it should be an excellent summer season for our hospitality industry. According to TIA's Dr. Suzanne Cook, senior vice president, Research & Technology, leisure travel should grow by 3.2 percent this summer, almost a full percentage point greater than in 2003. And business travel, in decline since 1999, is expected to rebound with a 5.7 percent increase over last summer. Here’s hoping our Pennsylvania businesses see lots of increased activity!

PACVB has been diligently lobbying for increased funding for the Matching Funds Program and the Regional Marketing Initiative Grant Program. Our sincere thanks are extended to Rep. Bob Godshall for sponsoring the amendment to increase these items. And, of course, our thanks are also extended to those Legislators who supported his amendment. But we’re not finished yet. We still need you and your members to lobby for support from the Senate and House Appropriations Committees.

I would be remiss if I didn’t remind you that as the Pennsylvania Association of Convention and Visitors Bureaus, it is more important than ever that we speak in a unified voice on behalf of our industry. PACVB has many committees working very hard to address a variety of issues. It is through this committee structure that each and every member has an opportunity to voice ideas, opinions and concerns. I encourage you to utilize these committees either by volunteering to serve or simply conveying your thoughts to them. Remember, your other staff members are encouraged to participate as well. As with anything, I know we will never satisfy everyone. But, we will accomplish so much more if we maintain open communication and remain unified.

A Message from the Executive Director
In the past six months, I have relied heavily on electronic communication with our members. Many of you have complimented me on my attempts to use the website more as a means of communication. Following recommendations from the Communications Committee, I am planning to continue to use emails and the website in new ways to increase readership and interaction. One of the recommendations from the Communications Committee included adding TPA staff members to the distribution list for eNews. Starting with this issue, any TPA staff member for whom we have an email address will receive a copy. I am always looking for suggestions and recommendations to enhance communication between headquarters and PACVB membership. Just email me with any thoughts or comments.





Our association is interested in providing services and information that will help you manage the affairs of your association and help you to provide leadership in your communities. Periodically, in Members’ Circle, articles, surveys, and data will appear to inform you about best practices and lessons learned in growing professionally. Occasionally, this area will simply serve to help you “brag” about an accomplishment for which you are particularly proud or to post noteworthy items.

BUCKS COUNTY CONFERENCE & VISITORS BUREAU, INC.
On April 27th, the Bucks County Conference & Visitors Bureau pumped free gas for motorists outside of Baltimore, Maryland as a kick-off of their "Stay a Night on Us!" travel package promotion. All four major Baltimore television stations covered the event as the first 100 drivers received 10 gallons of free gas (enough gas for drivers to get from Maryland to Pennsylvania and back). Thanks go to General George Washington (Carl Closs) and Sesame Place for helping to make the event such a success! The gas giveaway’s 26 minutes of television airtime equaled an estimated $124,800 in comparable advertising.


GETTYSBURG CONVENTION & VISITORS BUREAU
Once again, the American Bus Association selected Gettysburg Civil War Heritage Days as one of the top 100 events in North America for 2004. ABA has awarded this honor to the Gettysburg Heritage Days for the ninth time. Past award-years include 1985, 1986, 1988, 1990, 1992, 1994, 1995 and 2001. No other Pennsylvania special event has received the award this many times. The 22nd Annual Gettysburg Civil War Heritage Days runs June 26-July 4, 2004. Activities include a lecture series, a concert series, living history encampments, Civil War Collectors Show, Civil War Book Fair, and Battle Reenactments.


GREATER PITTSBURGH CONVENTION & VISITORS BUREAU
Pittsburgh Wins the Gold!
Pittsburgh's new David L. Lawrence Convention Center received a Gold LEED certification from the U.S. Green Building Council, making it the world's largest certified green building and solidifying Pittsburgh's claim to more green buildings than any other region in the nation.

Second quarter 2004 bookings at the Center are well ahead of last year's pace. Fourteen conventions are booked for the April-June period, bringing 105,750 attendees, more than 50,000 room nights and more than $59 million in projected spending.

For all venues, Greater Pittsburgh CVB bookings for the second quarter will generate $83.9 million in direct spending.

Lawrence County Bike Trail Receives National Recognition
The Stavich Bicycle Trail, connecting New Castle, Pennsylvania to Lowellville, Ohio, was one of 23 trails in the United States designated a National Recreation Trail by the US Department of the Interior. The dedication ceremony on May 8 was part of the National Tourism Week observances conducted by the Lawrence County Tourist Promotion Agency. The agency, working with the trustees of the trail, was instrumental in obtaining the designation.

2003 International Trade Administration Report Shows Philadelphia Has Moved
Into Top 10 U.S. Destinations for Visitors from Western Europe
For the first time in Philadelphia's history, the city has moved into the top 10 U.S. destinations for Western-European travelers, according to a report released last month by the ITA's Office of Travel & Tourism Industries of
the U.S. Department of Commerce. Philadelphia saw a 4% increase in visitors from Western Europe, outpacing the national average of 1%. Western Europe has been the focus of a targeted international consumer marketing campaign underway since 2002 by the Philadelphia Convention & Visitors Bureau.

American Revolution Center Marketing Campaign Gets Boost From Valley Forge Convention and Visitors Bureau
The Valley Forge Convention and Visitors Bureau funded the research and development of the brand mark for the American Revolution Center at Valley Forge, unveiled during ceremonies April 16 at the King of Prussia Mall.

The Bureau will also be instrumental in the pre-opening marketing of the $100 million, 104,000 square foot museum and scholarly center, set to open at Valley Forge National Historical Park in 2006. Once opened, the Center is expected to attract more than 700,000 domestic and international visitors spending more than $48 million annually in Montgomery County and the region.

POTTER COUNTY VISITORS ASSOCIATION
Potter County Passes Room Tax
The Potter County Commissioners have passed a 3% Room Tax for Potter County that will be effective July 1. Potter County Visitors Assn. (PCVA) will begin to receive funds through revenue generated around November. The Board of Directors of PCVA has complete control of all 98% of the revenue generated by the tax; the county will receive the remaining 2% for administrative costs. A small group of hoteliers erected signs and websites for the past 4 months protesting the tax. None attended the meeting to contest it. The vote passed unanimously.

PACVB Committees
President Howell invites all PACVB members and their staff members to consider volunteering your time, talent, and expertise by serving on committees and ad hoc committees. Our association has opportunities and challenges at both the local and state level. If you are interested in serving on a committee, please contact jstone@patourism.org. Your support and active involvement in PACVB committees enables our association to hear your concerns, suggestions, and better serve you, our members. Traveling to Harrisburg or other parts of our large state, these volunteers commit their valuable time to make an enormous and irreplaceable contribution to this association. In recognition, we’d like to thank people who participated in the following committees during the past year:

    Communications Committee:
    This committee met recently, under new Chairman, Annie Urban, to discuss further enhancements to the PACVB website. The committee has recommended opportunities for advertising categories and rates for associate members for both the PACVB e-News and the website. It also discussed posting the reformed Mentor Program on the site, as developed by the Membership Committee. Thank you to Communications Committee Chairman, Annie Urban, for enlarging the committee and setting new goals.     Consumer Shows Committee:
    This committee has met several times under new Chairman, Jason Fink. The committee worked cooperatively with the PA Tourism Office this year to participate in eight shows: Cincinnati, New Jersey, Ft. Washington, Harrisburg, Baltimore, Allegheny, Cleveland and Toronto. Approximately 5,000 names and addresses of outdoor enthusiasts were collected from entry forms from hourly drawings (for carbineer flashlights) and weekend package giveaways. Package giveaways included Wapiti Woods, Pymatuning State Park, Moraine State Park, Nockamixon State Park, and Gifford Pinchot State Park. For the 2005 season, we will attend eight shows in a new cooperative effort with the PA Tourism Office. Tentative plans call for a basic buy-in rate and a tiered option plan that can be purchased on a per show basis. Details are being finalized at this time. Chair Jason Fink, Janet Stone, Betsey Howell, Crystal Seitz, Laurie Zimmerman, Lori Copp, Mark Ickes, Mark Major, Morgan Christopher and Pam Prosser.

    Governmental Affairs Committee:
    The Governmental Affairs Committee has focused the majority of its efforts in a grassroots letter-writing campaign to our local and state legislators. Specifically, PACVB and its members are lobbying for support of increased funding for tourism marketing in the Fiscal Year 2004-05 Commonwealth budget. We are asking for an increase of $4 million for the Tourist Promotion Agency Matching Grant Program, and an increase of $2 million for the Regional Marketing Initiative Program in the DCED budget. This Committee has also continued TRAVELPAC fundraising since the reception held at the Spring Workshop.

    In January, Shirley Smith and Doug Smith testified on behalf of PACVB at a public hearing held by the House Tourism and Recreational Development Committee regarding the Nexus Motor Tax. The Committee continues to monitor room tax issues and House Bill 168. Chair Bob Imperata, Bob Uguccioni, Mark Tallarico, Barry Wickes, David Morris, Janet Stone, Betsey Howell,

    Group Marketing Committee:
    The Group Marketing Committee completed its most successful year to date. Under the leadership of Shirley Smith and her co-chairs, Doug Smith, J.R. Shaw, Marc Kaminetsky and their 13 PACVB Partners, the ABA Breakfast in New York City was the largest attended to date. There were 96 PA delegates in attendance, along with 5 members of the PA Tourism Office. The new partnership with the state, under the direction of Mickey Rowley, Deputy Secretary of Tourism, and Rick Dunlap, Director of Tourism Development, was a big hit, as PA presented its new video and Pursue Happiness theme and marketing program to the motorcoach operators.

    15 PACVB members participated in the Sales Mission, March 13-16 held at the Saybrook Point Inn & Spa in Old Saybrook CT. This event attracted 12 motorcoach companies and 15 attendees and climaxed with a mini-trade show and 22 outside sales calls to operators in MA, CT and RI. Terri Stauffer and her team deserve big thanks for a job well done.

    This committee has also been working on the Nexus Tax issue and Doug Smith & Shirley Smith testified before the House Tourism Committee in January on this issue.

    A special all-day planning session has been scheduled for June 29th (9:00-3:00) at the Central PA CVB in State College, PA and all CVB’s interested in joining as a sponsor of the ABA breakfast or Sales Mission are encouraged to RSVP to Shirley Smith at 814-231-1401 Ext. 306 by June 21st. The State will once again be a partner for the breakfast but there will be no 5% set-aside, and the participation rates will remain the same. The committee will be looking at other sponsorship opportunities for those who cannot afford a full sponsorship. The ABA breakfast will be Feb. 9th in Chicago and the Sales Mission states (Indiana, Kentucky & New York) will be voted on at the June 29th meeting. Chair Shirley Smith, Co-chairs Doug Smith, J.R.     Legislative Dinner Committee:
    The Legislative Dinner Committee received positive feedback from legislators, state officials, tourism leaders, and TPA executives and their members who attended this year’s successful event, despite a snowstorm that blanketed most of the state. The evening included a superb reception and dinner that featured PA wines. The Honorable Edward G. Rendell was the keynote speaker, and the program launched the state’s new advertising campaign “Ready…Set…Go.” It also included wonderful jazz entertainment, and professional sound and visual projection. The committee hosted nearly 570 dinner attendees of the 615 registered. Chair Bob Imperata, Gloria Schleicher, Janet Stone, Barry Wickes, Jason Fink, Anne Druck, Wanda Paul, Gemma DelSignore, Betsey Howell.

    Membership Committee:
    The Membership Committee adopted a 5% annual increase in membership dues as recommended by the Executive Committee. In addition, it recommended reinstating the Mentoring Program.     Professional Development Committee:
    The 2004 Spring Workshop was another success story, and yet another record breaker, which raises the bar for educational content and special events planned for the 2004 Fall Workshop. The Professional Development Committee is making plans for the Fall Workshop to include a keynote presentation by North Star Destination Strategies on “Destination Branding.” Look for a survey from North Star prior to the workshop that will focus on regional marketing. This survey will be developed in coordination with the PACVB Professional Development Committee and will be used to help PACVB address the Governor’s mandate for more regionalization efforts. Plans are also in the works for a trade show coaching session to be attended jointly by PENNDOT and PACVB. PACVB Mentoring Program to be Reinstated
The Membership Committee, along with the Professional Development and Communications Committees suggested the reinstatement of the PACVB Mentoring Program, with the following changes. Previously, Primary and Secondary Mentors were established per tourism region. With the new program, which has yet to be approved by the Board, PACVB would solicit mentors in the following categories: Executive level, Finance, Technology (email, software, hardware), web development and web marketing, Marketing (communications, advertising, planning), Public Relations, Group Sales – both convention and motor coach, Membership, Information Centers, and Strategic Planning. The names of all mentors will be published on the website for the directors and staff of PACVB members to contact for networking and to develop mentoring relationships.

Success of Spring Workshop and Legislative Dinner

We are delighted to announce that the 2004 PACVB Spring Workshop, held at the Harrisburg Hilton, March 16-18, 2004, was a great success. The workshop received an unprecedented 207 registrants, and a record breaking 20 exhibitors and 11 sponsors. The workshop included sessions conducted by PA Tourism Office and what most agreed was the best speaker to date, Bill Geist, President of Zeitgeist Consulting. Please read the letter that Bill Geist sent to President Howell about the PACVB Legislative Dinner. A distinguished Legislative Affairs Panel included Senators LaValle and Punt and Representatives Godshall and Lescovitz. Other speakers included Doug Price, IACVB and a myriad of presenters for the presentation of the 2004 marketing campaign of the Pennsylvania Tourism Office and their partners at DCNR, PENNDOT, and Telatron. They included Mickey Rowley and the PA Tourism Office staff; Mike Krempasky, DCNR; Rina Cutler, PENNDOT; representatives from the Welcome Centers, Telatron and the various firms involved in the new state advertising campaign: Red Tettemer, Tierney Communication and Harmelin Media.

Many individuals helped to make this year’s event spectacular. A special thank you to members of the Professional Development Committee, PTLA staff, Red Tettemer, Commonwealth Media Services, and Visual Sound. The Dine Around offered on St. Patrick’s Day night would not have been nearly as successful without the generous participation of the following establishments: Noma, The Red Door, Scott’s Bar and Grille, Stocks on 2nd, and Zia’s. 2004 Legislative Dinner Launches New State Spring Campaign!
The Legislative Dinner was a great success according to feedback we have received from legislators, state officials, tourism leaders, and TPA executives and their members, in attendance. The year’s event included the traditional elements and new concepts that provided a pleasurable experience for all in attendance. A lavish reception, gourmet dinner, and select Pennsylvania wines, a keynote speech delivered by the Honorable Edward G. Rendell, an Anthology of Travel Photography, music by a jazz trio, a master of ceremonies, professional sound and visual and special guests ensured a pleasurable evening for all. Nearly 570 attendees braved a snowstorm that blanketed the state to enjoy the evening and get a chance to see the launch of the state’s new spring advertising campaign. President Betsey Howell delivered the message that additional tourism marketing dollars are needed and that PACVB supports a TPA Matching Fund Grant of $15 Million. Our “ask number” was driven home by the evening’s signature chocolate dessert! Deep gratitude is expressed to the following major sponsors for their continued support and commitment to make this event the tourism industry’s premier annual event—Independence Publishing, Pennsylvania Wine Association, Visual Sound, and Commonwealth Media Service.

Pennsylvania Tourism Office Announces Spring/Summer Advertising Campaign

The Pennsylvania Tourism Office announced that its new spring/summer advertising campaign will focus on promoting outdoor, cultural and heritage destinations by way of three, four and seven-day road trips and will display the Commonwealth’s new slogan, “State of Independence.”

The campaign, created by Red Tettemer advertising, will consist of four themed executions depicting road trips. The destinations will include:

  • A ride along Route 6, which runs through the Pocono Mountains, Endless Mountains, Allegheny National Forest to Lake Erie.
  • Road to Revolution, highlighting historical sites in Philadelphia, Bucks, Montgomery, Delaware and Chester counties.
  • Dutch Country Roads, focusing on sites unique to Pennsylvania in Gettysburg, Lancaster, Hershey, Harrisburg and Reading.
  • River Roadways, which will include Pittsburgh, Laurel Highlands, Johnstown/Altoona and State College.

The ads will speak to the outdoor, cultural and heritage themed destinations travelers will find along each route and a variety of other itineraries.

“We are eager to get our new and aggressive tourism campaign under way with enthusiasm and dedication never before seen by the Commonwealth,” said Mickey Rowley, Deputy Secretary for Tourism in the Department of Community and Economic Development. “Through our road-trip campaign, we aim to increase tourism revenue in Pennsylvania by attracting more overnight visitors and encouraging them to stay longer. We will work with our travel and tourism partners across the Commonwealth to create three, four and seven-day packages, which will be made available through our call center, (800) VISIT PA, and the website www.visitPA.com.”

“With Americans expressing an increased interest in auto travel and taking shorter getaway vacations, promoting the Commonwealth through road trips is a natural fit,” Rowley said. “For the spring/summer campaign, our focus will be to promote heritage and outdoor activities through four television spots, depicting a diverse range of average people relishing road trips. The campaign encourages travelers to be themselves, welcome spontaneity and discover the many thrills Pennsylvania has to offer.”

The television campaign began to air in May. Commercials will run in Pennsylvania and targeted markets in surrounding states. Print ads and radio ads launched in April, appearing in travel, city, special interest and diversity magazines. Target publications include AAA Car & Travel, Baltimore Magazine, American Heritage, American Legacy and Passport. The print campaign will focus on specific activities that tie into the road trips promoted in the television and radio spots.

PACVB Celebrates Pennsylvania Tourism Day In The Capitol!

A sincere thank you to all PACVB representative who traveled to Harrisburg on Tuesday, Mary 11, 2004 to celebrate Pennsylvania Tourism Day. Over 50 members and their representatives hosted regional trade booths and participated in legislative appointments. Despite four press conferences besides ours, and the fact that we were restricted to the Capitol Rotunda for exhibit space, your overwhelming presence and support made this event a great success. Our legislators are always impressed when we call on them in large numbers as we do on Tourism Day.

The theme for this year’s event was “Tourism Works for Pennsylvania.” Activities included a breakfast with lawmakers, individual appointments with legislators, and a trade show featuring exhibitors representing the state’s tourism regions, tourism trade associations and state government departments.

The Broad Street Market, Eat ‘N Park Restaurants, and the National Civil War Museum sponsored the breakfast.

The highlight of the day was a press conference attended by Governor Rendell and three cabinet secretaries: Dennis Yablonsky, Secretary of the PA Department of Community & Economic Development; Allen Biehler, Secretary of the PA Department of Transportation; and Dennis Wolff, Secretary of the PA Department of Agriculture.

Other speakers included Mickey Rowley, Deputy Secretary for Tourism, Pennsylvania Tourism Office; Representative Robert Godshall, Chairman, House Tourism & Recreational Development Committee; and Betsey Howell, President, PA Association of Convention & Visitors Bureaus. Also in attendance were Barbara Franco, Executive Director, Pennsylvania Historical and Museum Commission, Philip Horn, Executive Director, Pennsylvania Council on the Arts and Mike Krempasky, representing the Department of Conservation and Natural Resources.

Over 150 individuals attended the press event, including a number of costumed characters representing a variety of tourism attractions from across the state.

Many people and organizations helped to make Tourism Day a success, including those individuals who attended, the breakfast sponsors, the attractions that provided costume characters, and members of the Tourism Day Planning Committee.

Tourism Day was held during National Tourism Week this year, and we want to thank those members who celebrated with events in your regions. Your continuing support of the tourism industry is very much appreciated. This annual event brings together representatives from the private and public sectors for a high-visibility program designed to emphasize the importance of tourism to state legislators and the Rendell Administration.


Legislature Considers State Budget
Last month, state lawmakers set the framework for a $22.7 billion budget for the fiscal year beginning July 1. The House of Representatives on May 11 passed 185-15 the 2004-2005 General Fund Appropriations bill. Before final passage, the House considered over 200 amendments. Lawmakers approved an amendment offered by Representative Robert Godshall (R-Montgomery) that would increase funding from $11 million to $15 million for the Tourist Promotion Grant Program and increase the appropriation for the Regional Marketing Initiative Program from $5 million to $7 million.

PACVB and PTLA supported the Godshall amendment.

The State Senate voted on May 18 to remove all of the amendments passed by the House, including the Godshall amendment. Senators then made about $140 million in amendments of their own. All the changes made by the Senate are still subject to deliberations by a conference committee, consisting of Democratic and Republican leaders and members of Governor Rendell’s staff. The final budget plan must be approved by June 30.

Currently, PACVB and PTLA members are sending letters to House and Senate leaders and those legislators who serve on the House and Senate Appropriations Committees.


Room Tax Update
On March 15, the State House amended and approved House Bill 168. The bill is designed to clarify the intended use of room tax proceeds. The amendment, which was offered by Representative Robert Godshall, Chairman of the House Tourism & Recreational Development, passed 192-4. Final passage of the amended bill was by a vote of 187-6. House Bill 168 applies to all counties in the Commonwealth, except the following 13 counties: Adams, Allegheny, Berks, Bucks, Dauphin, Delaware, Erie, Lackawanna, Lancaster, Lehigh, Luzerne, Montgomery and Philadelphia. Last December, the PTLA Board of Directors endorsed compromise language that is the product of a series of meetings held between representatives from PTLA, the Pennsylvania Association of Convention & Visitors Bureaus (PACVB), and the County Commissioners Association of PA (CCAP). The bill was referred to the Senate Economic Development Committee.


Motor Coach Nexus Tax
The PA Revenue Department is preparing a position statement on the tax for distribution to the industry. There has been no activity in the legislature.


Economic Stimulus Package
The Economic Stimulus Package passed both the State House and Senate in April with strong bi-partisan support for the legislation proposed by Governor Ed Rendell. The $1.135-billion, four-year program combines a myriad of new initiatives with programs earlier passed by the legislature. Included are loan, loan guarantee and grant dollars to help reclaim old industrial sites; provide venture capital investment; develop tourism and agriculture; entice revitalization of residential neighborhoods; and provide funding for new and existing enterprises in life sciences, medical facilities, information technology and biotech businesses and new state and local tax increment financing options. The legislation calls for the creation of a seven-member, bond issuing authority board (three appointees of the Governor and one from each of the four legislative Caucuses). Five votes - including all four legislative appointees - would be required to approve funding for specific projects. PACVB supported the Package.


Gaming Expansion
On April 1, the House Tourism & Recreational Development and the House State Government Committees held a joint public hearing on gaming at the Philadelphia Convention Center. Recently, key figures in Harrisburg indicated that they have reached a basic agreement on legalizing slot machines in the State. The tentative agreement calls for slot machines to be permitted at 15 locations throughout the Commonwealth; creation of a seven-member state gaming board that will evaluate applications, award licenses and regulate the gaming industry; a commitment to devote the state’s share of gambling revenue (34%) to property tax relief; and a $50 million franchise fee. The framework still has to be committed in writing, sent to the legislature, and approved by the House and Senate.

The funds generated in the PAC are used to attend political fundraisers and support the public officials who, in turn, support our tourism industry. Your generosity is appreciated and is needed as TRAVELPAC adopts an ambitious new governmental affairs program in building relationships with our new Executive Branch and Legislative partners.

  • Attended a fundraising breakfast in honor of Representative Dave Argall, House Appropriations Committee February 24, 2004 at the Harrisburg Hilton.
  • Attended a fundraising event in honor of Senator Robert J. Thompson (R-Chester)(Appropriations Chairman) on March 22, 2004 at Catalano’s Restaurant in Wormleysburg.
  • Registered to attend the June 16, 2004 fundraiser for Senator Punt at the Radisson Penn Harris
