A Message from the Executive Director
As I mark my first anniversary as Executive Director, there are many accomplishments of which PACVB members can be proud. The Annual Travel & Tourism Legislative Dinner, Consumer Show Co-op Program and Destination Pennsylvania brochure distribution program have all exceeded previous participation levels. The Spring and Fall Workshops have set attendance records and there has been unprecedented exhibitor and sponsor participation. Our Affiliate Member base has grown from 19 to 48! The Mentor Program has been re-instated, with 10 areas of expertise. An electronic forum will be unveiled on the PACVB website in the near future that will have a facilitated group for each of these categories. It is hoped that this new resource will infuse enthusiasm in member sharing of resources and knowledge. Trade show training was held in October, and there are plans to have additional educational programs for staff to be held in various regions of the state. None of this would have been possible without the full support and assistance I receive daily from our wonderful membership and committees.
It is my goal to continue to grow and improve member services and benefits and your input is always welcome. I plan to proceed to use emails and the website in new ways to increase readership and interaction. Our first experience with online registration for the 2004 Fall Workshop was a big successs. Earlier this year, I solicited and received the email addresses of member staff to include in the newsletter distribution. Please feel free to send me additional names at any time. I am always looking for suggestions and recommendations to enhance communication between headquarters and PACVB membership. Just email me with any thoughts or comments.
You may have noticed that this is the Winter newsletter. In an effort to spread our communication to members throughout the year, we are changing the distribution of our e-News to Summer and Winter, since the workshops are held in the Spring and Fall.

Frommers Praises GPCVB Fall Getaways
In a review posted on www.frommmers.com, Frommers, one of the most highly respected travel publications for consumers, has the following glowing words for the Greater Pittsburgh Convention & Visitors Bureaus fall getaway packages.
It isnt often that a middle-sized American city arranges for a spectacular array of packages for visitors, and its even less often that they are as superior as the five dreamed up by the Greater Pittsburgh Visitors Bureau. Heres hoping other cities take the hint and copy what Pittsburgh has done.

Pittsburgh to Host 2005 CITGO Bassmaster Classic
Fans from across the country will travel to the City of Three Rivers next summer for professional fishings biggest event as Pittsburgh has been selected to host the 35th CITGO Bassmaster Classic presented by Busch Beer, July 29-31, 2005.
While a nationwide audience will tune in to watch the worlds best anglers in action, fans and industry leaders are expected to pour into the city, generating millions of dollars in direct spending and filling hotel rooms throughout the region. Large, enthusiastic crowds of fans will attend daily weigh-ins at Mellon Arena, and many more will visit the new David L. Lawrence Convention Center for the ESPN Outdoors Classic Expo, one of the largest consumer shows in the outdoor industry.
Pocono Mountains Vacation Bureau
On December 9, The Pocono Mountains Vacation Bureau, Inc. recognized outstanding professionals in the tourism industry with the fifth annual Tourism Achievement Awards. The following recognitions were awarded to PMVB, Inc. members at their annual Holiday Dinner at Fernwood Hotel and Resort: Guest Service Award: Christina Bower, Woodloch Pines, Darrell LaVant, Fernwood; Lifetime Achievement Award: Joan Lyon, Penn Hills Resort; Outstanding Tourism Employee of the Year: Paula Rohner, Pocmont Resort & Conference Center; Community Service Award: Caesars Pocono Resorts
Bucks County Conference & Visitors Bureau
The Bucks County Conference & Visitors Bureau (BCCVB) worked closely with producers to facilitate the CNN Town Hall Meeting (Paula Zahn Now) broadcast live from the Erwin-Stover Barn in Tinicum Park on October 14. The event offered a forum for Bucks County residents to hear directly from Kiki McClean, a campaign advisor from the Kerry Campaign and Liz Cheney, daughter of Vice President Cheney. In addition to assisting CNN in finding an appropriate location, the BCCVB escorted an 8-person crew for three days of filming at farms, markets, wineries and historic towns for segments used throughout the broadcast.
York County Convention & Visitors Bureau
The Pennsylvania State Keystone Games are coming to York County 2005-2007!

Between 15,000 and 20,000 people are expected to attend the games, which will be held at a number of venues in the York area, including local high schools, colleges, and the York Expo Center. The games are expected to generate $21 million for York County.
The Keystone Games are Pennsylvanias largest athletic festival. Modeled after the Olympic Games, the event consists of multi-sport competitions providing Pennsylvanias amateur athletes an opportunity to compete against athletes from across the Commonwealth.
YCCVB Website Evolves to Meet Online Travel Demands
YCCVB has added two new functions to the organizations website, www.Yorkpa.org, to meet the needs of the increasingly large number of people using the Internet for travel planning. An interactive online map and an online reservations function will make the site more user-friendly and allow the CVB to compete in the online travel market.
Each map highlights the attractions, restaurants, and dining facilities throughout the area and includes suggested driving routes. The maps also provide a search function and enable the visitor to plan an itinerary by mapping out a planned route that can be complimented by adding notes. In addition to the interactive maps, an online reservations system has been added to Yorkpa.org. The new Book It Function will allow visitors to make reservations and check availability at area hotels and B&Bs directly from the YCCVB website.
PACVB Projects
Destination Pennsylvania
In early October, the Pennsylvania Association of Convention and Visitors Bureaus began accepting subscription applications for the 2005 Destination Pennsylvania (formerly known as File Folder) brochure distribution program. Destination Pennsylvania is one of the best and most inexpensive ways to reach and get brochures out to more than 5,000 national and international travel agents, tour brokers, excursion bus company operators, and AAA/CAA travel offices in the U.S. and Canada. As of Thursday, December 2, 2004, Destination PA has 97 participants ready for the new brochures distribution! This compares to last years 82 participants and an increase of $7,000 in revenue.. This was the first project handled by Emilee Bates at PACVB, and she is to be highly commended for the excellent results.
IACVB Performance Measurement Standards adopted by PACVB
At its December 7 meeting, the PACVB Board of Directors adopted the IACVB Performance Measurement Standards as those of PACVB and to encourage all member TPAs/CVBs to adopt and utilize them to the degree to which they are applicable to each. PACVB Mentoring Program
This program was re-instated earlier in the year, and there are now 9 members who have signed up as mentors in a variety of 10 areas of expertise: Executive level, Finance, Convention Sales, Motor Coach Sales, Information Centers, Marketing (Advertising and Planning), Membership, Public Relations and Communications, Technology (email, software, hardware) and Web development and Web Marketing. The names of all mentors are published on the website for the directors and staff of PACVB members to contact for networking and to develop mentoring relationships. Sign up today (by downloading the mentor form) to help make this program more effective.
PACVB To Launch eGuide
Within the next few weeks, PACVB will launch a new section of their website called e-Guide. The purpose of this resource is to provide PACVB members with helpful information concerning their daily responsibilities and to answer posted questions. e-Guide will be an electronic forum with a facilitator in each area. On September 22, several PACVB members accepted the invitation to join a one-hour tele-seminar on Adventure Travel Tradeshow Exhibiting Success. The PACVB has enjoyed unprecedented growth in the interest to exhibit at our semi-annual workshops. PACVB Committees President Howell invites all PACVB members and their staff members to consider volunteering your time, talent, and expertise by serving on committees and ad hoc committees. Our association has opportunities and challenges at both the local and state level. Communications Committee:
The committee solicited advertising for Affiliate Members for both the PACVB e-News and website. Within 24 hours, PACVB had secured a six-month sponsor for its winter newsletter in the amount of $250. The reformed Mentor Program has been posted on the website, as developed by the Membership Committee. An electronic forum is being developed for the PACVB website to serve as an additional resource for members in the various mentoring fields. Check www.pacvb.org for updates regarding this forum. Consumer Shows Committee:
This committee continues to meet regularly under new Chairman, Jason Fink. The committee worked cooperatively with the PA Tourism Office this year to develop a co-op program that has a basic buy-in rate and a tiered option plan that can be purchased on a per show basis. In 2005, there will be participation in eight consumer shows: New Jersey, Ft. Washington, Harrisburg, Allegheny, Cleveland, Toronto, New York City and Washington, D.C. The New York and D.C. shows replace the Cincinnati and Baltimore shows. As of 11/15/04, an unprecedented 32 TPAs and/or regions signed up and for the first time 5 private sector and non-PACVB organizations/associations are participating (including PA Tourism Office). PACVB and the PA Tourism Office are discussing merchandising, to be sold during the consumer shows, as well as in TPA visitor centers. Details are being finalized. Governmental Affairs Committee:
The Governmental Affairs Committee voted its unanimous support of the Board of Directors majority decision to hire Triad Strategies to develop a message platform, media and information kits for PACVB and to persuade the Governor and the administration of the importance of retaining TPAs as the principal funding conduit for state matching funds for regional marketing.
The committee agreed to form a PAC Task Force to increase contributions. Bob Imperata also suggested that Executive Directors ask their staff to contribute. Barry Wickes noted that PACVB has 100% Board participation, with some Board members having contributed more than once. Donations are up from last year, with $3,110 having been contributed by PACVB members. Barry Wickes suggested that contribution levels would increase if the trade associations in the PA Tourism Coalition would encourage their members to support the PAC. PACVB will discuss with Triad Strategies the development of a mailing piece that may be used by TPAs with the members.
The Matching Funds grants were released to the press on 11/18/04. A copy of this press release was sent to PACVB members on 11/19/04.
House Bill 169 establishes a freestanding act, the Sellers of Travel Act. The purpose of the legislation is to establish registration, bonding and consumer protection standards for persons selling travel services in Pennsylvania. This bill may possibly impact PACVB members who receive a fee or commission from the sale of travel packages or hotel rooms. The bill is being reviewed to determine whether or not it would apply to TPAs. In the meantime, a survey will be made of PACVB members to determine who may be impacted by this legislation. Group Marketing Committee:
The Group Marketing Committee has selected Niagara-on-the-Lake in Ontario, Canada as the site for its 2005 Sales Mission to be held May 12-15, 2005. As of 12/7/04, 18 TPAs and/or regions signed up. This exceeds last years participation of 16 participants.
The State Tourism Office is playing a major financial role in sponsoring the ABA Breakfast on behalf of all PACVBs and delegates. This is being done to allow for a greater representation of all across the state, rather than recognizing only those who made the financial commitment in the past.
Since PACVB members are no longer receiving the set asides as in past years, the State has set tier pricing for participation in the Breakfast and other Group Tour Endeavors, similar to the Consumer Shows. As of 11/15/04, there were 14 participants totaling $8,600 in revenue compared to last year when there were 15 sponsorships producing $21,400 in revenue. The 2005 revenue will be used to buy promotional items, while the State will pick up all remaining expenses. No tickets will be sold to the ABA Breakfast this year, per the States request. Legislative Dinner Committee:
The 30th Annual Travel and Tourism Dinner will be held on Tuesday, March 15, 2005 at the Hilton Harrisburg. The room prices for 2004 were $109 and will be increased by $10 to $119. The cost of the dinner tickets will remain at $110. Janet Stone was given authority to negotiate a multi-year contract with the Hilton beginning 2006. Andrew Miller will assist her.
The Governor has expressed interest in returning as the keynote speaker for the 2005 dinner. A House Democrat will be identified by Barry Wickes to give the invocation for the dinner. Local news anchors have been identified as possible Master of Ceremonies. The Committee is considering different options for entertainment, including the Strolling Strings. Membership Committee:
Membership in PACVB has increased to 46 TPAs, with the addition of the Lebanon County TPA, and 48 Affiliate Members. The Membership Committee is working in cooperation with the Communications Committee on developing an electronic forum on the website. In addition, the Mentoring Program was reinstated, and nine Executive and staff level members signed up to participate. The Mentor Program is now posted on the PACVB website. Members can identify mentors by area of expertise. Members may also do a search by region to identify those mentors in their particular region. Professional Development Committee:
The 2004 Fall Workshop was held at The Inn at Chester Springs in Exton, PA from September 12-14. There were an unprecedented 28 exhibitors and 15 sponsors contributing cash and in-kind sponsorships. There were 160 registered attendees. This compares to the 2003 Fall Workshop where there were 139 attendees, 15 exhibitors and 18 total sponsorships. One of the most exciting developments this month within the iDSS group is our extension into web design and servicing. Through this new entity, iDSS will be able to offer top-of-the line web design and web evaluation for CVBs of all sizes. Like all of the other companion modules that make up the iDSS software suite, the web design component is available as a separate purchase, or as a part of the full application. AAA reports the increasing usage of their Online TourBook at aaa.com and AAAMaps.com. Lodging listing views are 32% higher than the same time last year. (See chart) Go to www.AAAMaps.com and map your city. This site lets AAA members and non-members create maps & TripTiks, view listings and make hotel reservations online.

New PACVB Staff Member
A new addition has been made to the PACVB office in Harrisburg. Janet has taken on a part-time assistant to aid her with the many projects and responsibilities with PACVB. Emilee Bates is a 2003 graduate of the University of Pittsburgh College of Business Administration; she graduated with a BSBA in Marketing and was a member of the Universitys Marketing Club and American Marketing Association. Immediately after graduating, Emilee began working in the human resource industry. Emilee is responsible for Destination Pennsylvania and assisting Janet with workshop duties and other PACVB responsibilities.
New Executive Director at Lehigh Valley
Mike Stershic has succeeded Mary Ann Bunger as Executive Director of the Lehigh Valley CVB. We want to extend a warm welcome to Mike and send our best wishes to Mary Ann on her retirement after many years of service. Mike is looking forward to getting the opportunity to meet the membership of PACVB. His email address is mike@lehighvalleypa.org. PACVB welcomes Mike and we hope to help make the transition as smooth and hospitable as possible.
Mary Ann Bungerz will remain at Lehigh Valley to continue handling some special projects on a part-time basis.
Jonathan E. Longwill Resigns Jonathan E. Longwill, Executive Director of the Indiana County Tourist Bureau has offered his resignation. He has received and accepted an offer with Pennsylvania State Representative Dave Reed's office as Chief of Staff. The last day for Jonathan at the Indiana County Tourist Bureau will be Friday, December 10. He has been working as Executive Director of the Indiana County Tourist Bureau for the past 39 months. Jonathan feels that with his new position he will still be able to be a part of the continued development of tourism promotion and economic development in Indiana County. His effort and success as director is much appreciated, and we wish Jonathan much success in his new position.


Fall Workshop a Success
We are delighted to announce that the 2004 PACVB Fall Workshop, held at the Inn at Chester Springs, September 12-14, 2004, was a great success. The workshop had an excellent turnout of 160 registrants, and a staggering 28 exhibitors along with 15 sponsors. The workshop included keynote speaker, Don McEachern, President of North Star Destination Strategies. The workshop featured other speakers including: Keith Gingrich, Beth DAddono, Carrie R. Fischer, Betsy Linaberger, Peggy Bendel, Paula Butler, and Dave Hamilton.
Our first night in Chester County got the workshop off to a great start thanks to the wonderful people at QVC Studio Park who hosted our Welcome Reception on Sunday, September 12. Our group was given a studio tour, along with wine tasting, compliments of the Pennsylvania Wine Association, followed by dinner. The evening was beautifully enhanced by the string quartet No Strings Attached, a local high school musical group.
Throughout the duration of the workshop, a Chinese and silent auction were set up to raise money for the PACVB. Due to the untimely death of Jerry Schreibeis, Executive Director of the Butler County Tourism & Convention Bureau, half of the auctions proceeds were donated to the Schreibeis Childrens Education Fund that was established to raise money for the education of his four children. We are proud to say PACVB was able to raise $2,017! We truly appreciate your generosity and thank those who participated in the auction.
Many individuals helped to make this years event successful. A special thank you to members of the Professional Development Committee, PTLA staff, Chester County CVB, QVC, and Visual Sound. The Dine Around offered in downtown West Chester was a success with the help of the following establishments: Baxters, Coyote Crossing, Iron Hill Brewery & Restaurant, Ryans Pub, and Trattoria Alberto Enoteca.

Room Tax Bill Fails in Senate
House Bill 168 was not considered by the Senate before the conclusion of the 2003-2004 legislative session, and died in the Senate Appropriations Committee. It was reported from the Senate Community Economic Development Committee on November 9. The proposal, which was designed to clarify the intended use of room tax proceeds, applied to all counties in the Commonwealth, except the following: Adams, Allegheny, Berks, Bucks, Dauphin, Delaware, Erie, Lackawanna, Lancaster, Lehigh, Luzerne, Montgomery, Northampton and Philadelphia. House Bill 168 also required TPAs to provide an annual audited report on room tax income and expenditures to county commissioners, and applied to all counties except the following: Philadelphia, Allegheny, Bucks, Delaware, Lehigh, Montgomery and Northampton. This provision did not apply to these 7 counties because the authorization for them to impose room taxes is not in the County Code, but in separate laws. The bill also revised the definition of a permanent resident occupying a hotel guest room from the current 60 days to 30 days making it consistent with the standard in other room tax laws. HB 168 was the product of discussions between representatives from PTLA, PACVB, and the County Commissioners Association of PA (CCAP), and was endorsed by the three associations.

Two other room tax bills amending the County Code were approved by the Legislature. An amendment was inserted into House Bill 1860 that added the word hotel to the definition of convention center for Erie County. Also, an amendment revising the composition of the Berks County Convention Center Authority was inserted into Senate Bill 927. A second amendment, which would have required all hotels in Berks County to collect the room tax, was inserted in the Senate but later removed by the House. Currently, only hotels located within a 15-mile radius of the City of Reading collect the room tax.
Motor Coach Nexus Tax
Since PACVB members voiced concerns about Pennsylvania Nexus Tax issues for out-of-state tour bus operators, we have been working with Representative Scott Boyd (R-Lancaster) and other legislators to address these concerns.
We learned that we could not draft legislation that would exempt out-of-state tour bus operators due to the uniformity clause of the State Constitution. Therefore, our lobbying efforts were directed to revising and simplifying the Business Activities Questionnaire and clarifying the process of determining whether or not a company has sufficient activity in the Commonwealth that it would be subject to Pennsylvania taxes.
As a result of our efforts, the PA Revenue Department has revised the Business Activities Questionnaire and developed revised de minimis standards, which set the level of activity that would require an out-of-state tour bus company to file PA tax forms. We now need to educate tourism industry organizations and individuals in Pennsylvania and out-of-state tour bus companies about the actions taken by the PA Revenue Department. In the coming months, please keep PACVB headquarters informed of comments regarding this handout or other issues regarding the Questionnaire and/or the Departments actions. Rep. Boyd and other legislators want to continue to monitor future developments.
Gaming Board to Hold First Meeting
The PA Gaming Control Board is expected to hold its first meeting December 14-16 in Harrisburg. The meeting will be open to the public. Two pressing issues are hiring an executive director and finding a building to house the new agency. The seventh and final member, former state representative Jeff Coy will join the Board on or after December 1. He resigned his legislative seat in September immediately before he was named by House Democratic Leader Bill DeWeese. Attorney General Jerry Pappert sued to block the appointment, and the state Supreme Court subsequently ruled that Coy could not take the job until his term expired November 30.
Legislature Endorses Slots Reform Bill
The General Assembly passed a proposal that would make several changes to the states new gaming law passed in July. If signed into law, revisions to Act 71 of 2004 would include prohibiting lawmakers, executive level state employees, other public officials and their immediate families from owning any financial interest in a gaming or related company. The bill would also expand the attorney generals enforcement powers to cover the Gaming Board created by the law and other gaming-related violations. Governor Rendell has said he plans to veto the bill.
Mass Transit Funding
Legislators did not consider legislation providing a permanent and dedicated funding for mass transit agencies in the State. Recently, Governor Rendell and House Democrats proposed a plan to increase vehicle fees to generate $110 million for mass transit agencies in the State. Instead, Republicans have asked the Governor to sign emergency mass transit funds in House Bill 2664. They claim the Governor's Budget Secretary Michael Masch had asked Legislative Leaders in June to delay a "permanent" funding fix until the Administration had audited Philadelphia and Pittsburgh's transit agencies to determine the fiscal needs. Republicans said they understand the audit has yet to be completed and they are ready to fully discuss and negotiate permanent and dedicated mass transit funding during the regular budget process next year.
